GEO Targeting
Does Google supports Geo-targeting? Some SEO expert say that Google support GEO-Targeting and some experts are not agree with it. Here we are sharing some points on GEO Targeting. 
What is Geo targeting?
Geo targeting is the method of customizing an advertisement for a service to a specific market based on the Physical Location or geographic location like Country base, state base, city base. Geo targeting is the method of determining the Geographical location or a Physical location of the web site visitor and delivering users to that visitor based on his/her location, such as country, state, city. Geo Targeting means target a market or advertisement at a limited set of visitors based on their physical location.
When a user requests a page from the server, the server queries the user’s IP address against a database of worldwide IP addresses. The database identifies the country, state, city of the user’s IP address, and then the server decides what to do.
Geo Targeting Advantages
If you are going to advertise your market and targeted a particular location then Geo Targeting is very helpful for you. On the Internet, geo targeting can help small businesses to compete with national brands and can ensure that large corporations make use of their advertising resources. For example. Your Company is based in India and you want to advertise your company in India. In that time GEO Targeting is very help full. You can get more traffic on your website from India.
Another use of geo targeting is localization. Suppose your website is written in two languages, say English and Hindi. By default, the English version is served in word wide web. However, if a visitor comes from India, your website could send the Hindi copy by default.

I also think that Google supports GEO-Targeting and I don’t have any issues with it, I mean it’s good. You wouldn’t want to send an Advertisement to a person from India and telling him/her about the product which is for only US residents. It’s useless so it’s important to get ads within the region.
Also as you said about the version of the site, I agree it’s possible and it may impress your visitor as well.
